Dear Mr. Hall,
When I called at your office last Friday you had not received from Hong Kong any copies of the letters exchanged between the Government and myself at the end of my visit and, in case you are still without these aners, I am sending you herewith a copy of the letter from the Government authorising me to prepare a composting scheme, as I consider it will be useful for you to have this information on your files.
The Crown Agents are likewise without any direct communications from Hong Kong about the composting project but, according to Mr. Hawtrey of the Chief Engineer's Department, with whom I had a conversation yesterday, there is little likelihood that the Crown Agents will want to interfere with the plans which I am following to arrange for the preparation of the composting scheme.
I hope to complete my arrangements with a firm of consulting engineers in the course of the next few days and I will duly inform you in order that you may be ready to do your part in the arrangements for complethon of the scheme, in accordance with the final paragraph of the letter from the Deputy Colonial Secretary.
I am supplying a copy of the Hong Kong letter also to the Crown Agents as I imagine that they will in fact represent the Government of Hong Kong in the settlement of the terms for completion of the scheme.
